Methodology

Culture you
can prove.

Discrete Culture Signals (DCS) is our way of turning hundreds of small, observable behaviours and artefacts into a clear picture of how your organisation really works.

Because it relies on unobtrusive evidence – not just surveys or slogans – DCS lets boards, regulators and investors see culture they can prove, even when some stakeholders deny a problem.

The same framework underpins our DCS Monitor and our Internal Resonance Audits, so outside‑in signals and internal experience can be read together rather than in isolation.

The Value

Why Discrete Culture Signals.

Unobtrusive, but specific

DCS uses signals that already exist in and around the organisation – governance documents, complaint patterns, language in board papers, escalation routes, external reviews – so you see real behaviour with minimal extra burden on staff.

We organise these fragments on a consistent Organisational Behavioural Economics framework, so they relate back to trust, morale, ethics, psychological wellbeing and innovation rather than sitting as disconnected anecdotes.

Trackable over time

Signals are scored against a stable architecture, which makes them comparable quarter‑by‑quarter and year‑by‑year.

You can see whether culture is drifting, stabilising or improving in particular parts of the business, not just at survey points or after an incident.

Evidence-ready

Findings are grounded in things you can point to – documents, decisions, patterns – not sentiment alone, which makes it harder to dismiss concerns as “just opinions”.

That matters when you are speaking to regulators, auditors, investors or a board that needs a defensible basis for action.

The Ecosystem

How DCS links to our other tools.

DCS Monitor

DCS Monitor is the structured way we track these signals over time. It takes the same evidence base and:

  • Highlights emerging hot‑spots in the social architecture;
  • Flags where signals are being normalised or suppressed;
  • Gives boards a running view of their Shadow Ledger movements alongside financial and risk reports.

For listed and regulated firms, DCS Monitor can sit alongside your existing risk dashboards as the culture and governance layer that explains why some metrics move the way they do.

Internal Resonance Audits

Where DCS looks from the outside in, an Internal Resonance Audit looks from the inside out. It uses structured internal conversations and assessments to understand how decisions, risk and information actually move through the organisation, and how that experience lines up with the culture implied by your Discrete Culture Signals.

Using both together allows you to see:

  • Where external artefacts and internal experience are aligned;
  • Where there are gaps between what is said and what is lived;
  • Where the Shadow Ledger is under strain well before this appears in accounts or enforcement notices.

Organisational Behavioural Economics

Both DCS and Internal Resonance work sit inside our broader Organisational Behavioural Economics approach. That means:

  • We treat culture as an asset class and as a source of economic drag or uplift, not as a soft add‑on;
  • We connect signals directly to things boards already care about – productivity, attrition, innovation drag, coordination overhead – using validated commercial credibility metrics rather than generic culture scores.
In Practice

What the signals reveal.

"Complaint patterns moved six months before internal dashboards – DCS surfaced the drift early enough to act."

"Board papers, escalation routes and internal language told a different story to the values statement; once seen together, the objection ‘we don’t have a culture problem’ was much harder to sustain."

In previous legal‑sector cases, DCS has highlighted:

  • Normalisation of “one‑off” delays and exceptions that later became central to an intervention;
  • Gaps between external awards and internal financial strain;
  • Structural features – such as accumulator models and complex client‑money flows – that increased governance risk before any single individual decision was examined.
Assurance

Proprietary methodology, transparent outputs.

The specific indicators and weightings used in DCS are proprietary to Neil Fogarty Research. What matters for clients is the output: a consistent, explainable view of culture based on unobtrusive evidence that can be monitored over time, compared across entities, and used in due diligence and remediation.

In conversations and reports we focus on what the signals mean for your decisions – where the social architecture is supporting your strategy, where it is quietly taxing it, and where it may be creating future enforcement or headline risk if left unattended.
