Architecture of
the system.
Governance, Policy and Operating Model Alignment makes sure what your board says about purpose, culture and risk is reflected in charters, policies and day‑to‑day decision rights.
It turns the Resonance Framework into practical board architecture. It asks whether the way the organisation is run day to day matches its corporate philosophy, its capital assets on the Shadow Ledger and its Spectra profile, rather than defaulting to an old industrial operating model.
This page sits alongside Governance Alignment, Integration with Compliance and Regulatory and Board Evidence Packs to give boards a joined‑up view of how culture, risk and oversight are built into the system.
Re-wiring the scaffolding.
This is a high‑end advisory engagement that reshapes the formal scaffolding of the organisation so that culture and behaviour are carried by governance, not left to programmes or campaigns.
We test and adjust key elements against five philosophical commitments - Human Dignity, Value Creation, Moral Responsibility, Learning and Adaptation, and Relational Stewardship - and link these directly to the capital assets of trust, morale, innovation, psychological wellbeing and ethics outlined in Organisational Capital Assets.
For boards already working with a Governance Alignment lens, this is the layer that pushes philosophical choices and culture risk into specific mandates, documents and operating decisions.
Three areas of alignment.
Governance and charters
Board and committee charters are refined so that culture, Shadow Ledger movements and key Spectra states sit alongside financial and operational risk in regular agendas, not in a separate “people” section.
We review decision‑rights and escalation routes to see whether they realistically protect human dignity and long‑term relationships with key stakeholders, rather than assuming that existing structures can carry any level of risk.
Where we have already mapped structures, this work makes the cultural and behavioural asks of each body explicit: what they must see, question and connect to discharge their role.
Policy and controls
Core policies - ethics, incentives, whistleblowing and related controls - are mapped against evidence from Internal Resonance Audits and Language Audits to show where rules quietly contradict lived reality.
We simplify and realign policies so that the obvious, “good enough” choice supports value creation and does not drive workarounds, signal suppression or quiet erosion of prosocial behaviour.
Findings feed directly into Integration with Compliance, so that what policies assume about behaviour is built into risk, compliance and assurance work, not left in commentary.
Operating model
We examine spans of control, performance management, incentives and key workflows to see where they amplify or undermine resonance across the Spectra.
Where designs create sustained dissonance - for example by overloading critical roles, fragmenting accountability or rewarding the wrong trade‑offs - we propose adjustments that make trust and innovation the natural result of how work is coordinated.
This work links directly to Governance Alignment and Culture Risk Mapping: it shows whether the operating model can carry the risks and appetites the board has signed off, given how people are actually set up to act under pressure.
Powered by shared evidence.
Governance, Policy and Operating Model Alignment sits downstream of Governance Alignment – it assumes that lens is in place and then adjusts charters, policies and operating decisions to match it.
Diagnostic Inputs
Internal Resonance Audits and Language Audits identify where current governance, policy and operating layers are generating Dissonance Charge or protecting pockets of resonance; these become the priority zones for change.
The DCS Monitor shows where misalignment is most material in sector context, helping boards focus attention on rules, roles and relationships that matter most for their licence to operate.
Structural Outputs
Outputs are designed to plug straight into:
- Governance Alignment, as concrete adjustments to charters, mandates and information flows.
- Integration with Compliance, as clear asks of risk and compliance functions about how behaviour is built into their work.
- Regulatory and Board Evidence Packs, as board‑ready material that shows supervisors how architecture, behaviour and oversight fit together.
Matching what people experience.
For senior leadership, this work produces governance that matches the story: claims about purpose, care and responsibility show up in who decides, what they see and how they are held to account.
For staff, suppliers and regulators, it narrows the gap between stated philosophy and daily experience, because charters, policies and workflows reflect the same priorities they hear in the corporate narrative.
Neil Fogarty Research maps the current architecture, sets out aligned options and clarifies risk implications; implementation is led by internal teams, with advisory support retained where needed to keep changes consistent with the Resonance Framework and the wider governance stack.
